Annual Quality Assurance Report (AQAR) of the IQAC

 Part A: The plan of action chalked out by the IQAC in the beginning of the year towards quality enhancement and the outcome achieved by the end of the year.

              The IQAC has been continuing its efforts for quality upgradation of the institution. At the beginning of the session (2007-2008), IQAC had taken some steps to enhance the academic and other activities of the institution. As far as curricular aspect is concerned, College authority had applied for few job oriented vocational courses to the UGC interface meeting of which is yet to be fixed by the UGC

The faculty members of the college took initiative and kept contact with Gauhati University authority to modify the syllabus of certain subjects. University authority also took some remedial steps for removing the anomalies in the syllabi.

Physics, Botany and Zoology department of the college organized number of departmental as well as inter-departmental seminars and popular talks in the college during the session.

     

      Keeping in mind the teaching, learning and evaluation process, lesson plans are prepared and transmitted to the students by faculty members of different departments at the beginning of the session. IQAC encouraged the practice of collecting and analyzing student’s feedback at the end of the session by the department concerned. 

    By providing necessary books and study materials, the faculty members have been keeping personal contact with the advanced learners. Advanced learners were also suggested to consult the study materials of relevant subjects available at the IGNOU study centre situated in the college campus. Accordingly the advanced students have been found to be benefited. Frequent use of the OHP, LCD, Multimedia, Cassettes and CD’s make teaching learning process more attractive and more effective.

   Faculty members of the college had participated in seminars/ workshops/ refresher course/ orientation programme during this period.

  As far as Research, Consultancy & Extension is concerned, the college is proud to have two more Ph. D degree holders during this period. Another three faculty members have completed their research and will be able to submit their thesis soon. Some of the faculty members have applied for minor research projects while some of the faculty members are engaged themselves in Minor as well as Major Research Project with the financial assistance from UGC. A Major research project ‘Investigation of non-linear kinetic Alfven wave structure in Plasma’ has been sanctioned to Dr. O.P.Sah, Sr. lecturer of the Department of Physics. Dr. D. C. Deka of Botany department has also applied for a Major research project in bio science.

   Four faculty members one each from the department of Physics, Chemistry, Botany and Zoology had also attended interface meeting at the UGC office in the month of March 2007 in connection with the Major Project namely ‘Innovation in the development of techniques and knowledge pertaining in rural areas’ the result of which is yet to be received from UGC. 

. Four faculty members of the college have been recognized as M. Phil guides of Periyar

 

University, Tamil Nadu and one faculty member viz. Dr. H. Singha as Ph. D guide of North Orissa University (NOU), Orissa. The research promotion cell of the college is involved in creating an environment of research in the campus.

      With the utilization of the fund obtained from UGC against Special Development Grant for Young College gave a boost to the infrastructure and learning resources of the college. It fulfilled the long felt demand of the students’ Reading Room adjoining to the Library, increase of number of books & journals in the library, procurement of equipments and renovation and upgradation of the laboratories of Chemistry, Botany and Zoology. 

With the financial assistance from the district authority, the college authority has started the construction of the Audio – Video Hall.

     Photostat machine and Internet facility provided in the college library are additional attraction added to the college library. The web site of the college ‘www.birscience.org ‘was already launched.

     Multi-gym facility installed earlier attracted the health conscious students.  

    The State Government offers financial aids to the students of ST, SC and OBC categories, in the form of scholarships. The students the college avail the travel confession scheme provided by the Railway department.

The Career Guidance Cell of the college has been displaying information in the notice board regarding prospective career and job opportunities. Likewise, Extension Cell and Women Cell have been extending their activities to a large extent. The Alumni as well as Guardian of the students have been extending their support as and when sought for. 

In the organizational management aspect, the college authority copes up with the new system of the promulgation of ‘The Assam College Employee’s (Provincialisation) Act 2005’ as per the directives of the Director of Higher Education.

Under the Chairmanship of Deputy Commissioner, Governing Body of the College has been functioning efficiently by taking necessary steps to maintain academic, financial discipline as well as infrastructural development.

As the College is imparting degree science course as a regular course of study at undergraduate level, it has started other stream of studies including PG courses by opening of Study cum Examination Centre under distant mode of learning as follows:

(a) Study cum Examination Centre of IGNOU (continuing since 1992)

(b) PGDCA and other Master degree courses of Institute of Distant Learning (IDOL) of Gauhati University

(c) BA, BCA courses of Krishna Kanta Handique State Open University (KKHSOU).

Improvements have been made to the internal roads of the College campus.

Biannual News-letter ‘DAWN’, which records the important events of the college, has been published at regular interval. As a part of participatory management different committees as well as different cells comprising of faculty members have been reconstituted for smooth functioning of the activities.

 Part B:

1. Activities reflecting the goals and objectives of the institution:

To achieve the primary goal of providing access to higher education to the youth of this semi-urban area, the college is making continuous efforts from the inception. Some of the activities are mentioned below:

a). Establishment of IDOL( Institute of Distance & Open Learning) study centre of Gauhati University in the college for distant learners..

b). Post Graduate diploma courses like PGDCA has been in operation.

c) Different programmes of M.A/ M. Sc/ M.Com & other Post Graduate diploma courses are offered to the students under Institute of Distant & Open Learning (IDOL) of Gauhati University.

d) Opening of different programmes and courses at present at UG level under Krishna Kanta Handique State Open University (KKHSOU)  

e). Launching and updating of College website www.birscience.org

f). Internet facilities installed.

g). Up gradation of College Library Reading Room by adding new furnishers and new books.

h). Encouragement to the faculty members for attending Seminars, Refresher/Orientation courses in relevant courses and motivation to apply for MRP and Teachers Fellowship of UGC.

i). Encouragement to the teachers as well as students of the college to associate themselves in different extension activities.

2. New academic programmes initiated (UG and PG):

Under the study centre of IDOL, Gauhati University counseling for post graduate course in English and Assamese are in operation in the college premises. Of course, the Post Graduate Diploma in Computer Application (PGDCA) of Gauhati University has been continuing since its introduction in the college in the year 2004.

The newly opened study centre of Krishna Kanta Handique State Open University (KKHSOU) initiates different programmes and courses from this session.

 3. Innovations in curricular design and transaction:   

            Faculty members of the college always try to apply new ideas beyond the limit of prescribed syllabus in curriculum design and its transaction with the students. Field trips are arranged by some departments from their own to give practical learning experience to the students. Bioscience departments particularly take initiative in field study to give first hand knowledge to their students.

                        Similarly, to cater the curiosity of the students as well as for giving first hand information regarding the constellations, galaxies or identification of stars, special sky observation nights are arranged by the department of Physics and Mathematics.   

4. Inter – disciplinary programmes started:

Course on Information Technology (IT) is in operation since the session 2003 – 04 at UG level.  

5. Examination reforms implemented:

The college follows the examination norms formulated by the Gauhati University. The college authority had adopted a strategy to improve the academic standard of the students by holding unit test, terminal examination and test examinations. Marks are displayed in the respective departmental notice board.    

6. Candidates qualified: NET/ SLAT/ GATE etc.:

The college is a degree college having only UG course and PG courses are not yet started. Some of the passed out students of this college have qualified NET/ SLAT/GATE after obtaining PG degree from other higher Educational institute. But systematic records of those students are not available at present. 

7. Initiative towards faculty development programme:

In spite of the difficulties faced by the College authority in the arrangement of classes and completion of course curriculum within the specified time period, the authority does not hesitate to inspire its faculty members to attend refresher course, orientation course, seminar, workshop, conferences etc. at regular interval.   In fact, the college authority has been motivating the faculty members to participate in National and International seminars, workshops on relevant topics and encouraging for pursuing research works. The authority does the needful to apply for MRP of the UGC sponsored scheme by the faculty. This year 3(three) faculty members have participated in Refresher Courses, while 3 (Three) faculty members have participated in the national seminar, 1(one) in national workshop, 1(one) in international seminar and 1(one) in regional workshop.

One faculty member has been continuing a Major Research Project sponsored by UGC in Physics, 1 (one) has submitted a proposal for a Major research project to the UGC, 2(two) members has completed and awarded with Ph. D degree by GU, 2 (two) members have already completed their research and submitted their thesis and another 4 teachers have been pursuing their research works.

8. Total number of seminars / workshops conducted:

Altogether three departmental seminars were conducted during this session.

a) Physics department had organized a seminar in the month of October, 2007 on the topic ‘The emerging field of Bio-Electronics’. Participation of faculty members from other department reflected it’s inter- disciplinary nature and enthusiasm. 

b) Department of Botany organized a seminar on 10th September, 2007 on the topic: Role of students in Wildlife Conservation.

c) On 13th May, 2008, Department of Botany organized a seminar as a part of NEAC programme. A popular talk on ‘Reptiles of North East India: current diversity and conservation status” by Mr. Abhijit Das.        

9. Research projects 

a) Newly implemented: 1(One)

a) A Major Research Project has been sanctioned to a faculty member viz. Dr. O. P. Sah, senior lecturer of Physics Department. The title of the Major project is ‘Investigation of non-linear kinetic Alfven wave structure in Plasma’.

b) A Minor Research Project of UGC on ‘An Investigation of Drinking Water Quality in an around High Risk Areas of Dhaligaon in BTAD, Assam. The principal investigator of the project is Mr. Munindra Nath Thakuria. The outcome of the project is the presentation of the paper ‘A study of quality of drinking water of Chaprakata area of Chirang District’ at the national seminar on ‘Recent treands in Environmental Studies’ held at Bausi Banikanta Kakati College, Nagaon, Barpeta on 24th & 25th May, 2008.

 b) Completed: 1 (one)

            A Minor Research Project sponsored by UGC on ‘A study on the Microbial Contamination as well as Physico-chemical properties of drinking water of Bongaigaon Area’ was completed during the session under Dr. R. Roy (HoD, Botany) the principal investigator and Mr. Munindra Nath Thakuria

 as the co-investigator.  Two research papers were published in national research journals as an output of the project.

 11. New collaborative research programmes:

            A collaborative research work with North Orissa University has been initiated in the field of wildlife science. Two research scholars enrolled in the Department of Zoology of NOU have been working under the co-guidance of Dr. H. Singha, faculty of the department of Zoology, Birjhora Mahavidyalaya on elephant in Manas Biosphere Reserve Forest.

UGC has sanctioned a sum of Rs. 4, 58, 000/- as monetary assistance towards the implementation of a Major research Project by a Senior Lecturer of Physics Department.

            The principal of the college and another senior lecturer of the department of Botany have been awarded with Ph. D degree by the Gauhati University for their research work in bio-science.

            Mr. B. K. Saha, senior lecturer in Zoology was selected and participated in the first SERC school of Herpetology which was sponsored by DST, Govt. of India and held in the North Orissa University, Orissa.

            Dr. H. Singha was invited as the resource person in Hoolock Gibbon Conservation Training programme at Gibbon Conservation centre, Gibbon Wildlife Sanctuary, Mariani, Assam.

            Mr. H. K. Saud, lecturer, Department of Economics has successfully completed Post Graduate Diploma in Entrepreneurship from NEHU University in the September, 2007.

One of the faculty members of Zoology Department was appointed by the Forest Department, Govt. of Assam as the honorary Wildlife Warden since 2004. Four faculty members viz. Dr. O. P. Sah of Physics department, Dr. H. Singha of Zoology Department, Dr. D. C. Deka of Botany Department and Dr.

A. K. Deka of Statistics Department have been recognized as the M. Phil Guide of Periyar University, Tamil Nadu and one faulty member of Zoology Department viz. Dr. H. Singha as the Ph. D guide of North Orissa University, Orissa.

 16. Internal resources generated:

Through the admission in the PGDCA diploma course, the college generated a reasonable sum of money in this year.

Total resources generated = Rs. 1, 84, 000/- (Rupees One lakh eighty four thousand only)

 18. Community services:

            In the session June 2007 – May 2008, College had undertaken the following community service programmes:

            (a) In the month of October 2007, the Primary Health Care cell of the college donates medicines to the flood victims of nearby villages with the help of an NGO Bharat Vikash Parishad, Bongaigaon Branch.

            b) Department of Botany organized and conducted a programme as a part of the National Environmental Awareness Campaign (NEAC) 2008. The programme was conducted in four phases, viz.

                        i) Essay writing competition among the students of schools and colleges.

                        ii) Plantation programme

                        iii) Lecture programme on reptiles and documentary presentation on vulture conservation.

                        iv) Environmental games for students.

                        v) Extempore speech competition.

            (c) College conducted the Hindi Examination of Rashtra Bhasha Prasar Samity.           

            (d) Department of Chemistry conducted the Chemistry Olympiad organized by the society for Chemical Education. Students of secondary and higher secondary level of the Bongaigaon district participated in the programme.

            (e) Mr. Hemanta Kr. Saud, Programme Officer, National Social Service (NSS) Unit of the college participated as resource person at NSS- 2008, organized by Nehru Yuva Kendra, Bongaigaon. The camp was held from 8th February to 14th February, 2008, where around 200 volunteers of NYK from nine states took part.

21. Improvements in the library services:  

(a)The central College library and the newly built Reading room attached to it, wears a new look with the introduction of user’s friendly new library furniture as well as book selves provided in the library and the reading room to facilitate its users. 

(b)To aware about the rules and regulations of the library, Librarian in association with other faculty members conducted a one day programme with the newly admitted students of the college during the month of August 2007.   

(c) To update himself with the recent trends of library science, the librarian of the college participated in the PLANER – 2007 (Promotion of Library Automation for North East Region) organized by INFLIBNET (Information and Library Network) & UGC at Gauhati University in December 2007.

(d) For library automation, INFLIBNET arranged SOUL (Library

Software) training programme during the month of March 2008 in Gujarat University campus. The Librarian of the college attended the training programme and received the library software meant for the college.

 23. Courses in which student assessment of teachers is introduced and the action taken on student feedback: 

     Student assessment of teachers is introduced in Three Year Degree Science Course. Questionnaires prescribed by NAAC are supplied to the students. These are analyzed by the Feed Back committee and then conveyed to the respective teacher or department concerned for further improvements.

25. Computerization of administration and the process of admissions and examination results, issue of certificate: 

             The computerization of admission process such as processing of application forms, preparation of merit list etc. has already been initiated. Similarly, the process of entering the bio-data of the admitted students for future records has been continuing since few years back.

            The process of college unit test and test examination are partially computerized. Computerization of annual results of University examinations are yet to be completed. College certificates are issued on printed sheet.  On the other hand, college authority is planning of complete computerization of the office during the current academic session.

 26. Increase in infrastructural facilities:

            Infrastructural facilities increased as follows -

a) New furnishers are added to the Reading Room adjacent to the Central Library.

b) A new rose garden is built near the office building.

c) Internal roads are improved.

d) Construction of the Audio- Video hall cum network resource centre has been started. 

e) Purchased additional desk & bench for students

f) Newly constructed quarter for chaukidar. 

27. Technology up gradation   

Photo stat machine, INTERNET connectivity, Fax Machine, increasing number of computers, TV with disk antenna, launching and updating of own website, teleconferencing mode facility through IGNOU study centre etc. give a new look to the college. Frequent use of the audio- video facility in the class room also increases the attraction of the students towards the conventional class room teaching method. 

In addition to this, more number of CDs and Cassettes having great academic value added every year to the IGNOU study centre of the college also facilitate the faculty members as well as learners of the college.  

28. Computer and internet access and training to teachers and students:

            Almost all the faculty members and about ninety percentage of the students are acquainted with the use of computer. The habit of internet surfing by the increasing number of students is an indication of the good computer savvy environment of the college. .

The facilities offered by the college for utilization of good number of computers as well as access to Internet have been availed by some of the faculty members to its optimum. Both the facilities have also been availed by some students.              

29. Financial aid to students: 

            Financial aids in the form of state and National scholarships were offered to the students of ST/SC/OBC categories of the college. In addition to this, the College authority  sympathetically consider the economically disadvantaged students and facilitates such students in getting admission in the college as well as at the time of deposition of examination fee to university on installment basis and in certain cases waiving of fees. The College authority also helps the students to take the benefit of the Railway travel concession.             

30. Activities and support from the Alumni Association: 

            The Alumni of the college formed an association prior to the year of NAAC assessment the college. Though the activities of the Association were marginal one during the session and that too was not in an organized form, some of the alumni in their individual capacity were involved in academic activities. Delivering talks, seminar lectures, sharing knowledge and information with the students and teachers or extending help in different programmes reflects the emotional bonding of some of the alumni with the college community.        

31. Activities and support from the Parent – Teacher Association: 

            Formal Parent Teacher association is yet to be formed. But few parents at their individual level offered support and extend their helping hand in the form of advice and suggestion at the time of need.   

32. Health services:

a) Hygienic condition of the college canteen has been regularly monitored by the members of the sub-committee for Health & Hygiene of the college. 

b) Students and staff of the college utilized the newly established Multi gym facility during the whole session.

c) Records of blood group of teaching and non teaching staff of the college along with their phone numbers was prepared and circulated among staff members. It is also displayed in the notice board for the benefit of the college fraternity. 

33. Performance in sports activities:  

            Students of the college took active part in sports activities particularly during College Week.  However no outstanding sportsperson can be identified during that session.  

34. Incentives to outstanding sports person:  

            The college has provision to give incentives to outstanding sports person. But no outstanding sports person could be identified in this year. 

35. Student achievements and awards:

            A good number of students from different departments of this college secured first class with Distinction / first division in degree level examinations. Likewise though some of the students showed proficiency in cultural events, none received any award from state or university level examination or events.

36. Activities of the Guidance and Counselling unit:             

        a) A sensitizing programme jointly organized by the Career Guidance Cell of the college and the AMTRON, Bongaigaon branch on the NASSCOM test held in various districts of Assam was held during the month of December, 2007 in the college premises. Dr. Chetan Samant, Sr. Associate, NASSCOM, Mumbai and Amit Sarawgi, Account Manager, Wipro InfoTech, Guwahati addressed the students of the four neighbouring colleges of Bongaigaon district. The programme was highly successful in the sense that the participants freely interacted with the resource persons in various related topics.  

            b) To inform the students about the new emerging field of bio-electronics, a seminar in ‘The Emerging Field of Bio-electronics’  was held in the department of Physics in association with the Physics Club, Birjhora Mahavidyalaya. Alumni - Mr. Mohendra Roy of Tezpur University took part in the seminar as the resource person and enthusiastic students and teachers of both Physical and Biological sciences participated in the seminar.   

            c) A seminar on job opportunities in computer accountancy was held in the month of December, 2007. Mr. Rajiv Sengupta of IIJT, Kolkata branch spoke on the nature of the course offered by their institute.  

37. Placement services provided to students: 

            Though the college authority failed to find out scope for providing placement services directly in an organized form to its students, it tried its level best to help the poor meritorious students by introducing a ‘Learn and earn’ scheme in the college campus. Utilizing this scheme, interested students can learn as well as earn whatever meager the amount may be.  

38. Development programmes for non – teaching staff:

                        (a) For performing official works, computers are provided to the non – teaching staff. The bearers of various departments are trained to use the departmental computers.

                        (b) From time to time, laboratory bearers are given training on laboratory maintenance by departmental Staff members. 

                        (c) At the request of the college authority the S. M. Agarwala & Co. Chartered Accountant gave training to its UDA & LDA on Accounts Keeping, calculation of income tax etc.   

39. Healthy practices of the institution:

            a) College authority takes every opportunity for imparting value – based education to the students. On some occasions like Freshman Social, Annual Day etc. academician or learned persons of the locality are invited to the college for delivering speech and to interact with students.

            b) For giving exposure, students as well as teachers of the college are encouraged to participate in the programmes organized by other institutions.

c) Popular talks on various topics were arranged for creating scientific temperament, eradicating superstition, prevention of AIDS, importance of preserving the healthy natural environment etc and spreading the message to the society through the students.

            d) Republic Day, Independence Day, National Science Day and World Environment Day are observed in the college campus with the active participation of students and faculty members. NSS members have been playing their active role in keeping the college campus clean and green. 

            e) With the financial assistance received from Assam Science Society and Ministry of Environment and Forest, Govt. of India, the Botany department has been conducting Environment Awareness campaign (under NEAC) continuously since 2001  

40.Linkages developed with National / International, academic / Research bodies:

            The college is maintaining its linkage with Bombay Natural History in Biological research. Faculty members have been nominated as M. Phil and Ph. D guide by Periyar University, Tamil Nadu and North Orissa University, Orissa for distant learning scholars and thereby made academic linkage with the universities.  

41. Any other relevant information the institution wishes to add:

            (a) More number of students of the college excelled in academic as well as in other extra-curricular activities.

            (b) A new Audio- video Hall is constructed.

            (c) A Major Research Project sanctioned to a faculty member of Physics Department by the UGC has been continuing.

            (d) Four faculty members are guiding M. Phil and Ph. D students.

            (e)Two faculty members were awarded the degree of Doctor of Philosophy.

            (f) Two faculty members have already completed their research work and are on the verge of submitting their thesis for the degree of Doctor of Philosophy.

            (g) Three faculty members have been pursuing their research works.

(h) The teleconferencing mode of learning is installed in the college with the help of IGNOU.

 (i) Different programmes of M.A/ M. Sc/ M.Com are offered to the students under IDOL of Gauhati University.

(j) Different programmes and courses under Krishna Kanta Handique State Open University (KKHSOU) are opened. 

            (k) Chemistry department of the college conducted the Chemistry Olympiad.                     

Part C: Detail the plans of the institution for the next year:  (For the year 2007-08) 

  • To supplement the already existing basic subjects of science stream, college is also planning to introduce few add-on Career Oriented Courses as well as few certificate courses.

  • The college is also aimed to strengthen the number of books in the library, its complete computerization and internet facility to more number computers.

  • Complete computerization of the college office is also in its agenda.

  • Planned for commercial utilization of the vacant hilly portion of the campus.

  • To increase the number of extension activities and opening of consultancy service in some specific areas.

  • To improve the College garden.

  • To provide better accommodation for IGNOU study centre, study centre of IDOL, GU.

  • Planned to enhance the computer programming skills of Major students of the college.

  • Better facilities in the student’s common room.

  • Increase the number of Alumni, parents meet.
